Introduction

Content
The Group contains the following terms:
- De facto By practice, irrespective of law. Cross references: Term «De jure».
- Decentralization Transfer of government functions from the center to regional and/or local level government. The purpose is to bring services closer to the people. Cross references: Term «Devolution».
- De jure By law. Cross references: Term «De facto».
- Development theater Theater as used either for furthering social awareness, reform or development, or as a means of debate, dealing with developmental and social problems. Source: MediaPort (see URL). URL: Mediaport.
- Devolution Transfer of authority and functions from the center to regional, local level government and/or non-state institutions. Non-state institutions include community institutions, whether traditional or modern. Cross references: Term «Decentralization».
